Quantum Regulation India

India's quantum regulatory landscape is moving from research funding toward operational compliance mandates faster than most organisations have planned for.

The National Quantum Mission

Approved by the Union Cabinet in 2023 with a multi-year outlay running through 2031, the National Quantum Mission funds research through four thematic hubs covering quantum computing, communication, sensing and materials, and has expanded its support for quantum startups. It has reported meaningful progress, including a secure quantum communication link spanning roughly 1,000 kilometres built on indigenous technology.

Post-quantum cryptography mandates

Separately, national guidance now directs critical information infrastructure sectors — defence, power, telecommunications, space and core government systems — toward staged post-quantum cryptography implementation, with broader economy-wide adoption expected later this decade.

Where data protection law intersects

India's Digital Personal Data Protection Act and its phased Rules are being implemented on a staged timeline through 2027, and increasingly inform what "reasonable" encryption and security safeguards mean for organisations holding sensitive personal data — a standard that will keep shifting as post-quantum cryptography becomes the expected baseline.
